Attaching WARD to GTTI was originally seen as an interim arrangement, with the centre coming under the jurisdiction of the university once that institution stabilized. GTTI was one of three institutions in the Gambia that constituted the university implementation committee. University development plans called for all tertiary institutions to be linked to the university, and the WARD centre was to become part of GTTI's contribution, providing the university with a development dimension.
The project design incorporated intentions about the University of the Gambia in three separate, but related ways: a bridging component, a laddering/accreditation arrangement, and eventual incorporation of the WARD centre and its certificate/diploma programs into the university itself. The university was also designated as a member of the Project Advisory Committee (PAC).
