| WARD
started as a project of the Canadian International Development Agency
(CIDA), in collaboration with three Canadian institutions: Okanagan
College (OC), Saint Mary's University (SMU) and the Association of
Universities and Colleges of Canada (AUCC). OC was the Canadian lead
institution , SMU was defined as the Canadian partner institution.

As the lead institution, OC provided primary coordination and liaison
services for the project. This entailed reporting budgetary and
non-budget progress to AUCC as well as our partner institutions, the
University of the Gambia, and the Gambian government. OC also took
the lead in coordinating curriculum development, organizing and
delivering facilitator training sessions, organizing and monitoring
module deliveries, facilitating student exchanges, and developing and
utilizing evaluation and assessment tools. The OC project coordinator
still stays in close touch with the local coordinator as well as OC's
partners, GTTI and SMU.
Saint
Mary's University
Nova Scotia, Canada
Because of its unique history and ongoing relationship with the
University of the Gambia, SMU had special responsibilities to ensure a
laddering arrangement was agreed upon by the University and WARD and in
helping to establish the Centre within the university structure. As
well, SMU personnel were also participating in curriculum development
(especially the university bridging component to WARD programming),
facilitator training, assisting in developing and administering the
needs assessment tools, and module delivery monitoring. SMU was a
member
of the Management team and Management Committee and provided advice and
direction in terms of project implementation. Saint Mary's has also
hosted one of two African students to study at their institution.

AUCC
provided a supportive role to the project team in administering the
project, providing management guidelines and advice, and promoting the
project. AUCC also monitored projects through visits, direct contact,
and receipt of progress and financial reports from the implementing
institutions, and reported back to CIDA.
